Cantone said: “Costs are increased by 47% for Pedemontana”

Almost 300 thousand euro more. The first section of Pedemontana and the two bypasses of Varese and Como costed 925 thousands euro instead of 630 thousands euro which were initially expected. The president of the National Authority for Combating Corruption, Raffaele Cantone, certified the increase of contract’s costs at 47% and completed the check report which is sent, among others, to the job security office , the manager of the technical structure of job of the Minister of Infrastructure,  the Court of Auditors, the Cipe( inter-ministerial economic planning committee) and to the public prosecutor’s office.

The president of the National Authority for Combating Corruption(ANAC) said: “ this particular case, in virtue of the fact that the negotiation conditions can not change, becomes an objective alteration of the equality of competitors’ condition’s  and violates the principle of certainty of the juridical situations behind the immutability of the special law. On the contrary, the tender notice would be noncommittal for the people involved, who can not interpret the sense and the range of that parameters that are indiscriminately immutable for all participants”

Cantone demonstrates the fact that the principle of immutability of the supply which guarantees, on one hand, the parity among the competitors, and on the other side the reliability of the contracting party, has been violated. Furthermore the increase of the cost did not permit the ending the motorway in the time expected, which is  late, actually. The duration of the contract was of 2,480 days starting from the date of awarding. However, the check report, which is signed by Cantone, affirms that “the construction of motorway is  late and only   supplementary acts have made the realization of the motorway possible, considering that the conclusion of the construction and the commission of motorway’s works were guaranteed by the time of EXPO 2015”.

In the report is also criticized the criterion for choosing the consultants mainly based on “personal intuition, considering this as the only prerequisite possible”. The national Authority for Combating Corruption has identified many difficulties in understanding the services, the coincidence with the objects of the invoices and also “the service’s amounts are not well-defined, but open and invoiced at final balance; the letters of offer make reference to the previous ones and only in one case emerged a request for more supplies”.

“We will verify ANAC’s report, but the Pedemontana works go on”, said the president of Lombardy, Roberto Maroni during the meeting with journalists in Milano, in the headquarter of Confederation of Small and Medium Industries, before the conference entitled “the gear to restarting: starting from work”.
